Quality Measures Update!

October 2023 brought the long-term care industry many changes, specifically with the release of MDS 1.18.11. One of the most impactful changes has been the removal of Section G and updates to Section GG. The update to the MDS resulted in updates needing to be made to the Quality Measures (QMs). The following QMs were updated/replaced due to the change from Section G to Section GG:
Long-Stay Measures
- Percentage of high-risk residents with pressure ulcers
- Measure updated to Percentage of residents with pressure ulcers
- Percentage of low-risk residents who lose control of their bowel or bladder
- Measure updated to Percentage of residents with new or worsened bowel or bladder incontinence
- Residents whose need for help with activities of daily living (ADLs) has increased
- Late loss ADL’s updated to sit to lying, sit to stand, eating, toilet transfer
- Percentage of residents whose ability to move independently worsened
- Measure updated to Percentage of residents whose ability to walk independently worsened
Short-Stay Measure
- Percentage of residents who made improvements in function
- Measure replaced with the new QRP measure Discharge Function Score

While CMS released the MDS 3.0 Quality Measures User’s Manual (v16.0), providers have been anxiously awaiting data for the new measures to become available. In an article published by the American Association of Post-Acute Care Nursing (AAPACN) on February 27, 2024, an email communication with BetterCare@cms.hhs.gov was referenced which “indicated that providers will see observed scores for the new measures in the MDS 3.0 Facility-Level and Resident-Level QM Reports starting this coming April” (New Measures, No Data: When Can Facilities Expect to See New Quality Measure Data? – AAPACN).
